ADEM INFO TECHNOLOGY DIVISION DIRECTOR

The Arkansas Department of Emergency Management (ADEM) Information Technology Division Director is responsible for carrying out the department responsibilities with respect to information technology resources, event notification, event management, and event documentation. This position is governed by state and federal laws and agency/institution policy.

Special Job Requirements:

In-state and occasional out-of-state travel is required. Twenty-four hour immediate response on-call duty required.

Typical Functions:

Supervises the activities of a professional and technical staff through lower-level supervisors by approving hiring recommendations, reviewing performance evaluations, evaluating the performance of immediate subordinates, and reviewing and approve/disapprove a variety of actions/policy/procedures recommended by subordinates. Oversees the development and maintenance of application programs and systems by establishing standards and procedures, determining priorities, monitoring project status, resolving problems not resolved by supervisors, and ensuring a final product that meets user requirements and time frames. Advises the systems administration and communication center staff on technical and administrative matters. Makes recommendations on current system enhancements and projects future data processing needs and alternatives for meeting those needs. Assess hardware and software requirements, conducts feasibility studies to evaluate products available, and recommends the most cost effective product compatible with user needs and existing systems. Oversees the 24X7 Communications Center operations by establishing standards and procedures, determining priorities, monitoring center status, resolving problems not resolved by supervisors, and ensuring that center operations are of a high state functionality on a 24X7 basis. Resolves user or operating system problems not resolved at a lower level by investigating the source of the problem and initiating corrective action, including contacting vendors as appropriate. Perform other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of the limitations and use of information technology systems and equipment. Knowledge of operating systems software and applications software for the system being used. Knowledge of the principles and practices of organizational management. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinate supervisors. Ability to confer with and advise subordinates on administrative policies and procedures, technical problems, priorities, and methods. Ability to conduct feasibility studies and estimate cost, time, manpower, equipment, and materials required to support new and revised applications systems and programs. Ability to achieve agency training requirements within time allotted.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in computer science, mathematics, or a related field; plus five years of experience in information technology; including two years in a supervisory or leadership capacity. Must have FCC Commercial Radio Operators License. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
