ADE CHIEF FISCAL OFFICER

The Arkansas Department of Education (ADE) Chief Fiscal Officer is responsible for overseeing financial operations within the agency. This position is governed by state and federal laws and agency policy.

Typical Functions:

Provides technical assistance concerning financial operations to subordinate divisional financial officers and school districts within the state. Represents the agency before a variety of legislative committees concerning financial and budgetary operations. Interprets government statutes relative to accounting, budgetary, financial, and funding operations and their applicability within the Department of Education. Evaluates existing agency regulations concerning accounting, budgetary, financial, and funding operations within the agency and recommends practical modifications. Provides financial and budgetary information to the ADE Executive Commissioner and management. Prepares financial publications for distribution to federal and state government entities. Supervises professional support staff by interviewing, hiring, training, and evaluating performance. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of generally accepted accounting principles and government accounting regulations and procedures concerning fiscal management and budget development. Knowledge of the executive and legislative processes as they pertain to fiscal operations. Knowledge of supervisory practices and techniques. Ability to analyze fiscal data, develop operational plans, anticipate consequences, and select practical resolutions. Ability to interpret federal and state governmental legislation concerning fiscal operations. Ability to develop practical modifications for existing governmental legislation concerning fiscal operations. Ability to prepare reports for executive and legislative personnel, federal entities, school districts, and the general public. Ability to plan and direct the work of subordinate personnel. Ability to communicate orally and in writing.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, finance, business administration or a related area; plus eight years of progressively more responsible experience in the field of accounting, finance, fiscal operations or a related area, including four years in a professional managerial capacity.
