The Arkansas Department of Education (ADE) Assistant Commissioner of Public School
Accountability directs and supervises the Accountability Division. This position is governed by state and federal laws and agency policy.

Typical Functions:

Administers monitoring and coordinates required annual reporting of all criterion and norm referenced testing results. Administers all compliance reporting for desegregation monitoring and equity compliance. Administers reporting and investigation of all allegations of non-compliance with assessment regulations. Administers all monitoring and collection of data related to academic and fiscal accountability. Administers school monitoring for compliance with all state and federal laws and regulations including state requirements for grade inflation. Monitors budget and operations of the Public School Accountability Division. Provides guidance and direction for the division’s goals and objectives. Works with program approval and certification sections of the ADE, and individual colleges to provide information that contributes to preparation of certified personnel in institutions of higher education. Coordinates implementation and administration of value-added assessments. Coordinates the creation, implementation, administration, and publication of the annual school performance report. Assigns and reviews work by professional support staff.

Knowledge of supervisory principles and practices. Knowledge of policies and procedures. Knowledge of education research principles, processes, and techniques. Knowledge of organizational skills and practices. Ability to work with variety of agencies and departments to satisfy provisions of state and federal education laws and regulations. Ability to follow legislative instructs and convert theory and ideas into the programs that enhance education. Ability to manage budgets in the millions of dollars. Ability to communicate effectively orally and in writing. Ability to read and interpret safety rules, operating/maintenance instructions, and procedure manuals. Ability read and comprehend scientific and technical literature. Ability to analyze and research. Ability to understand, prepare and present analytical and financial data.

Minimum Qualifications:

The formal education equivalent to a master’s or doctorate degree in education, public administration, or a related field; plus three years of prior experience in education.
