ADE ASST COMMISSIONER LEARNING SERVICES

The Arkansas Department of Education (ADE) Assistant Commissioner of Learning Services is responsible for the direction and oversight of the programs of the Division of Learning Services, which include approximately all the academic K-12 programs that are provided by Arkansas Public Schools. This position is governed by state and federal laws and agency policy.

Typical Functions:

Informs the Commissioner of Education on the status of all programs and makes recommendations to the Commissioner of Education on policy implementation and changes. Interprets Arkansas education law and write rules and regulations for implementation in Arkansas public schools. Reports to the Legislature, Governor’s Officer, and State Board of Education, at the Commissioner of Education’s direction, information on student learning for policy development. Coordinates with Commissioner of Education and Assistant Commissioners the vision and direction of K-12 education in Arkansas. Responsible for assuring that Arkansas public schools meet all state standards, rules, and regulations, and state and federal codes. Responsible for making recommendations for action to the Commissioner of Education and the State Board of Education when schools in Arkansas fail to meet standards, rules and regulations, and state and federal codes. Responsible for the overall school improvement process and No Child Left Behind (NCLB) mandates. Responsible for overall technical assistance to public schools in Arkansas relating to student learning. Coordinates with Commissioner of Education and other political entities in setting direction and education policy for student learning. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory principles and practices. Knowledge of policies and procedures. Knowledge of education research principles, processes, and techniques. Knowledge of organizational skills and practices. Ability to communicate effectively orally and in writing. Ability to read and interpret safety rules, operating/maintenance instructions and procedure manuals. Ability read and comprehend scientific and technical literature. Ability to analyze and research. Ability to understand, prepare and present analytical and financial data.

Minimum Qualifications:

The formal education equivalent to a master’s degree in education, public administration, or a related field, plus seven years of prior experience in education, including four years in a managerial capacity.
