ADE APSCN DIVISION MANAGER

The Arkansas Department of Education (ADE) Arkansas Public School Computer Network (APSCN) Division Manager is responsible for directing the student software applications used by Arkansas public schools and educational service cooperatives. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Directs the activities of a large professional and technical staff through subordinate supervisors, including interviewing and approving hiring recommendations, reviewing performance evaluations conducted by subordinates, evaluating the performance of immediate subordinates, reviewing and approving a variety of actions, policies, and procedures, and preparing short and long range plans. Directs the operations of the statewide APSCN student network, used by most Arkansas public schools, through a large group of field staff housed in local educational service cooperatives throughout the state. Directs vendor interaction for software upgrades, addition of custom programming, and providing assistance in rectifying software bugs or user errors. Develops and implements operating standards, policies, and procedures to ensure the integrity and security of the APSCN student system and alignment with agency, state, and federal policies. Directs and coordinates the statewide student training activities for state reporting cycles and student software updates. Evaluates the capacity and capabilities of the automated student system and third party software products, investigates compatibility with technological upgrades, costs for development, and short and long-term plans for upgrades or future acquisition of software. Analyzes new or revised state and/or federal student laws, regulations, and executive polices and coordinates the dissemination of the information and procedures for compliance to users. Attends legislative committee meetings to respond to school district student data questions, providing information and reports as requested. Interacts with the Department of Information Systems (DIS) regarding its role in supporting and maintaining the APSCN infrastructure utilized by Arkansas public schools and educational service cooperatives. Provides information, structure, and student required data elements to programmers for extracting data, as required by state and federal law and ADE management directives. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of public school administrative practices, procedures, and automated student record keeping systems. Knowledge of public school standards and federal and state laws regulating public education. Knowledge of data required and collected for state and federal required reporting. Knowledge of principles and practices of organizational management. Ability to interpret and apply laws, regulations, executive orders, and guidelines. Ability to plan work unit objectives and operational activities, organize, and direct the work of subordinate supervisors. Ability to estimate cost, time, manpower, hardware, and software needed to support present or future operations. Ability to allocate resources and oversee the design and implementation of the student application system, including multiple interfacing software systems. Ability to diagnose and resolve software and user problems. Ability to evaluate the effectiveness of the student management system to meet program requirements, policies, procedures, and guidelines. Ability to communicate technical information orally and in writing to diverse individuals and groups.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in education, information technology, business administration, or a related field; plus six years of progressively responsible experience in public school administration, including three years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
