ADE APSCN APPLICATIONS MANAGER

The Arkansas Department of Education (ADE) Arkansas Public School Computer Network (APSCN) Applications Manager is responsible for assisting the Assistant Commissioner for Fiscal and Administrative Services in developing policies and procedures for the efficient administration and operations of the Fiscal and Administrative Services Section. This position is governed by state and federal laws and agency/institution and the Arkansas Department of Education policies and procedures.

Typical Functions:

Plans, manages, and coordinates section related activities and operations, establishes goals and priorities, and reviews and interprets policies, procedures, and guidelines. Supervises staff, which includes interviewing, hiring, terminating, and assigning tasks, evaluating performance and reviewing a variety of actions or requests recommended by subordinates. Directs office operations; allocates staff resources; approves purchases, monitors and assesses inventory controls, edits and approves posting to various websites, and other operational functions within the section. Analyzes relevant new or revised laws, and executive and agency policies to determine what changes may be necessary for compliance within state statutes. Develops and implements policies and procedures, to ensure the integrity and security of operations and align with section goals as well as agency, state, and federal policies. Fosters open communication and strong relationships with other agency sections or units and other state agencies that provide or maintain services for the agency. Develops and maintains annual budgets, monitors and analyzes budget expenditures. Implements special projects by assigning work activities, monitoring progress through supervisory personnel and prepares status reports or presentations as required. Assists the Assistant Commissioner for Fiscal and Administrative Services and other section managers in analyzing, researching, and resolving complex issues; and, create, analyze, or edit reports and electronic spreadsheet data as requested. Creates, reviews, and edits various types of written communications, including web postings, Commissioner Memos, or other types of media. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of accounting, budgeting, and fiscal procedures. Knowledge of the principles and practices of human resource management. Knowledge of state and federal laws regulating schools and business. Knowledge of principles and practices of organizational management. Knowledge of emerging operational technologies and techniques. Ability to interpret and apply laws, regulations, executive orders, and guidelines. Ability to plan work unit objectives and operation activities, organize and direct the work of subordinate supervisors. Ability to effectively allocate resources. Ability to research, analyze, evaluate data, situations, project outcomes, and resolve problems. Ability to communicate technical and business information orally and in writing to diverse individuals and groups.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business administration, office administration, or a related field, plus five years of experience in a specialized or related field applicable to work performed including two years of managerial experience, or a high school diploma with business emphasis and at least nine years of increasingly responsible management experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
