ADC ASST MEDICAL PROGRAM MANAGER

The Arkansas Department of Correction (ADC) Assistant Medical Program Manager is responsible for assisting in the management of the Health Services Division within the Department of Correction. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Provides technical assistance in medical and dental program management to other Divisions within the Department, assists in developing program objectives and methods of program administration, and explains benefits of the program to a variety of Department and non-Department audiences. Assists in providing detailed analyses of program requirements, services, and results to Department personnel, other State agency personnel, and the general public. Evaluates program content, assists in developing innovative and effective solutions for program improvement, and provides guidance in the implementation of solutions. Analyzes budget data and prepares reports explaining findings and recommendations. Presents findings to management and operational staff using both electronic and manual administrative methods, including graphs, charts, written narratives, and statistical reports. Coordinates internal and external activities of the Division to maximize efficiency of medical and dental program results. Conducts, organizes, and participates in seminars and conventions. Makes frequent scheduled and unscheduled visits to Department facilities to assess medical and dental program effectiveness and facility management satisfaction with the program. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of state and federal laws and regulations in medical and dental program arena. Knowledge of health services program evaluation, planning, analysis and problem resolution techniques. Knowledge of Departmental practices, procedures, and methods related to program area. Knowledge of the Community Standard of Medical and Dental Care guidelines. Knowledge of Performance Improvement principles, analytical tools, and corrective action plans. Ability to implement and evaluate performance improvement principles and practices. Ability to develop and implement programs and processes. Ability to prepare and present oral, narrative, and statistical reports.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in health care administration, public health administration, or a related field; plus three years of experience in health program management or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
