ACOM INSURANCE PREMIUM TAX EXAMINER

The Insurance Premium Tax Examiner is responsible for performing domestic and foreign audits on insurance entities and collecting premium taxes and fees. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Audits and evaluates all annual and quarterly financial premium tax filings for the collection of taxes and fees, authorizes refunds for overpayments, and prepares statements to collect underpayments of premium taxes and fees. Reviews and analyzes transactions and agreements involving insurance entities, including mergers and acquisitions. Communicates with insurance representatives, attorneys, and independent accountants regarding premium tax filings and steps necessary to resolve problems or concerns. Prepares deposits for State Treasury in the Arkansas Administrative Statewide Information System (AASIS), balances and prepares monthly ledger Computerized Accounting System (CAS) for audit corrections. Attends meetings and hearings involving premium tax issues. Complies data filings and publishes information on agency website, and assists with special projects, as needed. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of insurance processing procedures, and other applicable federal and state laws, rules, and regulations. Knowledge of accounting principles and practices. Knowledge of customer service principles. Knowledge of computer operating software systems. Ability to research, interpret, and apply guidelines of the National Association of Insurance Commissioners (NAIC). Ability to communicate effectively both orally and in writing. Ability to evaluate information and prepare written or verbal reports.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, finance, economics, business administration; plus one year experience in auditing insurance premiums and taxes. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
