Typical Functions:

Supervises professional and clerical staff, by interviewing, hiring, approving/disapproving leave requests, administering discipline, and evaluating the performance of subordinates. Administers and ensures compliance in the Employment Service, Unemployment Insurance, Transitional Employment Assistance, Work Pays, Trade Adjustment Assistance, Veterans Program, Dislocated Workers Program, Work Opportunity Tax Credit, and other Department of Workforce Services Programs by attending meetings on new policy and procedures of programs, and interpreting and communicating changes to staff. Maintains a good working relationship with employers, community organizations, partner agencies, and the public, by speaking to employers and community groups, resolving complaints, and providing information. Directs overall operations of a DWS local office, to coordinate delivery of services, by managing resources and planning and reviewing staff work assignments and activities. Monitors the financial operation of the local office by analyzing monthly financial data pertaining to expenditures, approving travel expense vouchers, and reviewing purchase requisitions. Writes and compiles correspondence and reports regarding local office operations by completing forms and reviewing reports. Serves on boards of local community action agencies, advisory committees, chambers of commerce, and workforce boards. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of supervisory practices and procedures. Knowledge of United States Department of Labor statutes and regulations and State of Arkansas laws, rules, and regulations governing DWS programs and services. Knowledge of the principles and practices of organizational management. Knowledge of general office practices and procedures. Ability to compile data and prepare written reports. Ability to make public presentations. Ability to plan work unit objectives and operational activities and to assign and direct the work of subordinates. Ability to interpret and apply DWS laws, regulations, and procedures for the various programs administered.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in general business, management, public administration, or a related field; plus four years of experience involving DWS programs or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
