Typical Functions:

Directs the activities of a large professional and administrative support staff through lower- level supervisors including approving hiring recommendations, providing training to staff, reviewing performance evaluations and evaluating the performance of immediate subordinates, and reviewing and approving a variety of actions, policies, or procedures recommended by subordinates. Provides input in developing and implementing goals, objectives, policies, and procedures for the agency by coordinating with the director and subordinate supervisors in the preparation of plans. Develops plans, programs, and procedures to accomplish agency administrative goals and to comply with laws and regulations. Reviews past budgets, positions, new programs, and projects to assist the director in the development of biennial budget requests. Interprets rules and regulations and directs the activities of the agency field staff. Provides technical assistance and guidance and responds to complaints and problems. Coordinates activities across divisional lines within the agency to ensure success of agency programs and projects. Researches and prepares reports of agency programs and presents to agency director, board, and/or public officials. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of agency laws and regulations. Knowledge of the principles and practices of human resource and organizational and financial management. Ability to establish comprehensive organizational systems and programs and to direct operations through subordinate managers. Ability to assist in monitoring and evaluating agency operations. Ability to interpret laws and regulations and develop applicable policies and procedures. Ability to prepare, review, analyze, and approve reports, budget recommendations, purchase requests, and expenditures. Ability to prepare and present information verbally and in writing.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in business or a related field; plus six years of progressively more responsible experience in workforce services, including three years in a professional supervisory capacity.
