ACOM BANK CERTIFIED EXAMINATIONS MANAGER

The Bank Certified Examinations Manager is responsible for supervising the examination, visitation, and investigation of state chartered banks and other financial institutions in Arkansas. This position is governed by Generally Accepted Accounting Principles (GAAP), state and federal laws, and agency/institution policy.

Special Job Requirements:

Extensive overnight travel on a frequent basis and attendance of senior and management schools conducted by the Education Foundation of State Bank Supervisors and other regulatory agencies are required.

Typical Functions:

Schedules examinations of banks and other financial institutions in coordination with other regulatory agencies, including the Federal Deposit Insurance Corporation, the Federal Reserve Bank, and the Comptroller of the Currency, and designates examiners for scheduled examinations. Monitors the assigned work and production of team and supervisory examiners and managers, evaluates training needs and job performance, and ensures formal training of team examiners. Interprets applicable rules, regulations, and laws and explains examination procedures to team members, boards of directors and management of regulated banks, and the general public. Gathers and reviews prior examination reports and other files, briefs and assigns duties to examination team, and coordinates and resolves problems between staff and bank officials as Examiner-in-Charge. Reviews preliminary findings of examiners and evaluates liquidity, earnings potential/profitability, and management capabilities to determine compliance with existing laws and regulations. Conducts exit interview with bank management detailing findings of the examination. May follow up by attending meetings of bank management executive committees or board of directors to assess bank operations and determine progress towards correcting problems. Reviews, evaluates, and edits field examination reports on banks submitted by other Examiners-in-Charge and determines the overall regulatory rating for the bank. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of the principles and practices of organizational and human resources management. Knowledge of the principles and practices of accounting and finance. Knowledge of state and federal banking rules, regulations, and laws. Knowledge of bank operations and commercial lending practices. Knowledge of economic conditions affecting the state’s industrial, commercial, agricultural activities, and related bank lending practices. Ability to evaluate economic conditions and financial and management practices, classify risk, and assign regulatory ratings. Ability to provide consultation and advice to management of “problem” banks and monitor the bank’s progress toward correcting deficiencies. Ability to assign and coordinate work activities and monitor the performance of co-workers. Ability to prepare and present written reports of examination findings and review and edit examination reports prepared by team members. Ability to operate a computer to document examination findings and prepare statistical and financial reports.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in accounting, finance, business administration, public administration or a related field; plus five years of experience in banking or bank examination, including one year as a bank examiner manager. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
