ACOM ARS CHIEF INFORMATION OFFICER

The Arkansas Rehabilitation Services (ARS) Chief Information Officer is responsible for leadership and management of all information technology services and operations in the agency/institution. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Provides general direction to subordinate staff by developing short and long term organizational goals and objectives, determining the allocation of internal and external resources, advising staff seeking guidance, and overseeing the functions of program activities to ensure fulfillment of the organization’s mission and objectives. Oversees the processes of planning for the information requirements and needs of the agency/institution by consulting with users, management, vendors, and technicians to assess computing needs and system requirements. Provides leadership in the selection, design, implementation, integration, and ongoing support for all information systems throughout the agency/institution and for the development and maintenance of agency/institution-wide technology standards, policies, and service agreements. Develops internal information technology policies, procedures, and standards for agency/institutional information technology hardware and software designed to improve work procedures and service quality. Provides advice and assistance to the agency/institution director and deputy director in the development, control, and monitoring of the operational information technology budget and expenditures and serves as liaison between the agency/institution and external entities concerning information technology requirements, services, and programs. Keeps abreast of advances in technology, makes recommendations to agency/institution senior management concerning federal and state laws and regulations that affect the management or use of technology or information, and provides leadership for competitive technology procurements, vendor negotiations, and vendor partnerships. Performs other duties as assigned.

Knowledge, Abilities, and Skills:

Knowledge of computer systems design, programming, and operations. Knowledge of the principles, applications, and techniques of electronic data processing systems. Knowledge of computer hardware and software systems planning and technical support functions. Knowledge of the principles and practices of human resources and organizational management. Ability to manage and plan for large-scale technology change in a dynamic environment. Ability to plan and monitor major projects with broad organizational impact. Ability to develop and manage organizational budgets. Ability to communicate clearly, both orally and in writing. Ability to address technical issues in both technical and non-technical terms. Ability to manage the work of subordinates.

Minimum Qualifications:

The formal education equivalent of a masterâââ€ÂšÃƒÃ‚‚¬ÃƒÃ‚ƒÃƒ‚¢ÃƒÃ‚¢Ãƒ‚€Ã‚žÃƒÃ‚‚¢s degree in business administration, computer science, mathematics, or a related area; plus three years of experience as a Chief Information Officer or a related field, including three years in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
