ACOM ADFA PROGRAM OFFICER

The ADFA Program Officer is responsible for managing all aspects of the department or primary program within the agency and assisting the agency's Director and Deputy Directors in meeting the Agency's legislative mandate, ensuring compliance with all applicable federal and state laws, program regulations and bond covenants, monitoring financial performance of program and working with business partners to achieve common goals. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Supervises, plans, and directs activities within the assigned program or department. Reviews and evaluates the financial activity of the assigned program, relative to the entire agency, and similar programs locally and nationwide. Coordinates fiscal activities of the assigned program within the agency and among organizations outside the agency. Provides information and analysis to the agency’s Executive Director and the Board of Directors, as well as the program regulators, business partners, and auditors. Promotes assigned program across the state. Establishes program guidelines and documents, adhering to program regulations and board approval. Reviews and evaluates assigned program applications and ensures assistance to program benefactors is provided. Provides information to internal and external auditors and to other regulators as required. Administers programs in accordance with interagency agreements, federal or state requirements, or as dictated by trust indentures. Supervises staff, if any.

Knowledge, Abilities, and Skills:

Knowledge of financial accounting and finance related concepts. Ability to interpret and implement program regulations, bond finance, and federal programs. Knowledge of banking, commercial landing and/or affordable housing development. Ability to develop and maintain manual or computerized accounting systems and records. Ability to analyze/interpret data and prepare financial reports.

Minimum Qualifications:

Bachelor’s degree in finance or equivalent; plus four years of experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
