ACIC TRAINING COORDINATOR

The Arkansas Crime Information Center (ACIC) Training Coordinator is responsible for developing and delivering the training curriculum for the law enforcement and criminal justice community, as it relates to ACIC. This position is governed by state and federal laws and agency/institution policy.

Typical Functions:

Trains criminal justice personnel on the use of software and the laws, policies, and procedures related to the use of the Arkansas Crime Information Center, the National Crime Information Center, and National Law Enforcement Telecommunications Systems. Develops, schedules, coordinates, and conducts training courses through lectures and other training techniques and evaluates training through participants’ evaluation of course content. Maintains training and certification records. Ensures the training materials consistently meet the requirements set forth by state and federal requirements; revises training material by updating course objectives and course content to meet changes in state and federal requirements. Develops and administers written and practical hands on certification exams. Develops instructional materials and training aids, including practical exercises, visual aids and instructor guides. Provides ACIC trainers with up to date training material, including course outlines, training aids, tests, and practical exercises; researches, compiles and submits training data for quarterly and annual reports. Designs and maintains a mult- level database to record training record, class dates, administrators addresses, phone numbers and other unique identifiers of the students and their agencies. Keeps database current and auditable, ensuring proper record keeping and meeting state and federal requirements Assists in the design and maintenance of security systems used to ensure the security of the ACIC office. Performs other duties as assigned

Knowledge, Abilities, and Skills:

Knowledge of data processing and telecommunications systems operation. Knowledge of training program development and presentation techniques. Knowledge of state and federal rules and regulations governing law enforcement and criminal justice information systems. Ability to interpret and apply rules, laws, and policies to specific situations. Knowledge of Microsoft operating systems (Windows NT, 2000, 2003 and/or XP) and MS-office suite (Word, PowerPoint, Excel, and Access). Ability to prepare and present oral and written reports and presentations. Ability to determine training needs and develop programs according to state and federal guidelines. Ability to operate a motor vehicle. Ability to comprehend program goals, objectives, and operations in correlation with budget and program analyses.

Minimum Qualifications:

The formal education equivalent of a bachelor’s degree in criminal justice, business law, education or related field; plus three years of related training experience. Must possess a valid Arkansas driver’s license. Must be able to pass an Arkansas Crime Information Center computerized background check and a finger print based background check. Must be certified as a trainer by the Commission on Law Enforcement Standards and Training within one year of employment. Must be able to pass an advanced training class on Arkansas Crime Information Center (ACIC), the FBI’s National Crime Information Center (NCIC), and the National Law Enforcement Telecommunications System (NLETS) within six month of employment. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OF PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.
